In the 1920s, a group of Korean resistance fighters attempt to smuggle in explosives from Shanghai to destroy key Japanese facilities in Seoul. In their way is a talented Korean-born Japanese police officer, who was previously a member of the independence movement, is now torn between the demands of his job and his desire to support a greater cause.
