Xuan's real estate project involving reclamation of the sea, threatening the survival of mermaids. Mermaid Shan is dispatched to kill him, but instead they fall for each other. Xuan plans to stop the project, but Shan and the other mermaids are being hunted by a secret organization that he must stop.
