Hwang leads a police division whose members are usually unarmed and don’t wear uniforms. They focus on following criminals around to gather information. After a bank robbery, only one of seven perpetrators is caught on camera. Hwang and Ha, a policewoman, and six other officers start their surveillance, planning to apprehend all seven criminals.
